  印度新能源与可再生能源部宣布，将于2017年10月，2017年12月和2018年2月进行分别进行1.5吉瓦风电装机容量招标。迄今为止，中央政府层面的两轮招标每次都达到1吉瓦装机容量，且每次都触及Z低税率。

  在今年首次风电项目招标中，Z低税率为3.46卢比/千瓦时（5.3美分/千瓦时），招标规模为1,050兆瓦；而第二次则更是以税率2.64卢比/千瓦时（4.0美分/千瓦时）中标1,000兆瓦。Z新的税率不仅低于所有火电厂，而且还低于印度所有的太阳能发电厂。

  受到开发商的成功和竞争的鼓舞，几个州政府也在开始在招标风电项目的同时，开始实施上网电价制度。

  印度在2022年3月之前确定了60吉瓦的风电装机容量目标，目前的运行能力约为38吉瓦。印度很可能超过这一目标。中央政府已宣布计划每年拍卖4-5吉瓦，另外，州政府还将进行单独招标。

  虽然招标对政府和电力公司都很有利，但可能会对投标人造成财务压力。税率出价在几个月内已经下降了24％，加剧了项目开发商和涡轮机制造商的不安。这种竞争是国家从上网电价制度转为价格反向竞拍的直接结果。

  由于电力公司拒绝采购这种相对昂贵的电力，Z近完成的上网电价制度下的项目仍然处在停滞阶段。
